The Come to Pass normal & deepsight weapons boost is a service that helps you get a certain amount of normal & deepsight weapons from the Wellspring activity for your guardian. These weapons have perks that makes them good for PvE activities.
To be able to craft the Come to Pass weapon you need to acquire 5 deepsight Come to Pass weapons (red borders). This auto rifle was introduced in the Witch Queen expansion as a random Wellspring activity drop.

DELIVERY METHOD
As for delivery, this service is available in Piloted mode ONLY, with account sharing (recovery), so a booster will have to log into your account and complete the Come to Pass normal & deepsight weapons service for you. When it's complete, you will get an e-mail and notification.
