The Malfeasance Hand Cannon can be obtained by playing Gambit matches and summoning an Ascendant Primeval Servitor, which can randomly be summoned instead of a normal Primeval. This Ascendant Primeval Servitor will drop "A Seething Drop" quest, which after completion will award the player with the Malfeasance.
